NOTICE OF DEVELOPMENT APPLICATION

File # PL03-0197

Notice is hereby given that on October 1, 2003 Washington State Department of Natural Resources (WDNR) filed an Administrative Special Use Permit application (#PL03-0197) to repair and/or relocate portions of the existing Off Road Vehicle (ORV) trail system at the Walker Valley ORV management area. The management area encompasses approximately 10,518 acres. The purpose of the proposed project is to mitigate resource and water quality impacts, to improve user experience, and to reduce future maintenance requirements. The proposed first phase will reconstruct approximately 14.5 miles of trail, obliterate and rehabilitate approximately 3.5 miles of trail, construct approximately 3.7 miles of new trail and rehabilitate three (3) wallows. The proposed second phase will address the remaining ORV trails within the management area. The proposed project is located within a Industrial Forest Natural Resource Land Zoning/Comprehensive Plan designated area as identified within the Skagit County Comprehensive Plan and associated maps as adopted July 24, 2000 and as thereafter amended. A letter of completeness was issued and the application was determined complete on October 28, 2003.

The proposed project is located in the Walker Valley Area, east of Big Lake, off of Peter Burns Road, Mount Vernon, within a portion of Sections 1, 2, 3, 4, 9, 10, 11, 12, 13, 14, 15, 16, 22, 23, 24, Township 33 North, Range 5 East W.M., situated within Skagit County, Washington.

An Administrative Special Use permit application, Critical Areas checklist and other application materials are on file with the Skagit County Planning and Permit Center. This information is available to the public on request.

Other governmental approvals or permits that will be needed for this proposal include:

• Approved Grading permits

A decision on the application will be made within 120 days of the date the application was determined to be complete, which was 10-28-03. A public hearing before the Skagit County Hearing Examiner is not required for this project.

Any person desiring to express his or her views or be notified of the action taken on this application should notify Brandon Black in writing of his or her interest within fifteen (15) days of the date of publication of this notice which is 10-30-03.
