Minutes of the WOHVA Board of Directors meeting 11/20/2006

Meeting called to order at 7:37 P.M. by the Board of Directors Chair, Rick Dahl

Board members present;

Ed Bushnell, Rick Dahl, John Eaton, Richard Elkins, Tom Fite, Vicki Gray, Dave Hiatt, Angie Marek, & Byron Stuck

Board members absent;

None

Minutes of prior meeting reviewed, corrected (next meeting date was in error) and approved.

Treasurer’s Report:

Angie distributed a handout of showing all income and expenses since WOHVA day one. She also reported that the Club Express financial reporting systems work well. (This information is not being published in the publicly distributed minutes but is available to WOHVA members by contacting a WOHVA BoD.)

Old Business;

Committee Reports;

Membership – Byron Stuck presented the current applications for membership. 5 were approved and 5 were set aside for additional review. He also reported that Russ Henry is providing $200 donations and membership in WOHVA for each mortgage finance deal done using his company (Home Finance U.S.A. 1011 E Main # 451, Puyallup, WA 98372 (253) 445-0996) by people who identify themselves as OHV enthusiasts. The membership committee is working on getting this process on line for the BoD.

Communications – Tom Fite reported that work is progressing on a marketing plan and the clubs & organizations data base.

Vicki Gray will be contacting Tom @ Sound Rider about a WOHVA article. There will also be an article on WOHVA coming out in an issue of the Blue Ribbon Coalition magazine.

Land Action Committee – Dave Hiatt reported that quite a few people have responded to the call for committee members and good progress is being made to organize this committee. There are 27 people currently helping with this committee.

Political Action Committee – Ed Bushnell reported that the IAC draft (ref IAC email and Ed’s prior email containing comments on it) shows a complete lack of scientific validity to date. It appears the IAC is doing a very poor job on the sound issue. Ed encourages everyone to take a look at it and get their criticism of it in to the IAC. Ed pointed out the WA Administrative Code (WAC) and the Revised Code of WA (RCW) on sound are contradictory and need standardization. Ed also pointed out that the IACs draft proposing wasting even more of our Nonhighway and Offroad Vehicle Activities (NOVA) funds to buy thousands of dollars worth of sound testing equipment for local county and city police departments would be a ludicrous waste of our NOVA funds that the IAC is supposed to administer for our (motorized!) benefit!

Dave Hiatt reported cities and counties are beginning to utilize the provisions of HB2617 that returns control of city and county roads to the local level, allowing them to permit unlicensed ORVs to use them. The City of Odessa has passed an ordinance permitting unlicensed ORV use of selected city streets connecting downtown to BLM land. County road and BLM OHV routes are being worked on to create a useable OHV network. The towns of Conconully & Ione have also passed ordinances allowing ORVs on city streets as has the county of Pend Orielle.

WA Trails Conference (WSTC) update –

John Eaton reported on the WA State Trails Conference in Yakima which went real well for off road motorized recreation. Attendance was about double the initial expectations. 101 government representatives were in attendance. There were 131 exhibitors or non-profit attendees. John Eaton, Richard Elkins, Jeff Forville and Kevin McGrath staffed the WOHVA booth which included a prominent big screen display of eye catching extreme OHV video provided by Hiatt Pontiac GMC, 9415 Pacific Ave, Tacoma, WA 98444 (253) 537-2222.

Brian Hawthorne, Public Lands Director for the Blue Ribbon Coalition was able to attend be a speaker at this conference thanks to Dirt Cheap Cycle, 900 Olympic Hwy S, Suite A, Shelton, WA 98584, (360) 427-3478 picking up his travel expenses!

John Eaton was elected Member-At-Large on the WA State Trails Coalition Board of Directors.

All reported that good connections/communications occurred between the WOHVA representatives and the equestrian and mountain bike users in attendance.

It is important to note the USFS raised the question of when hikers would begin providing an “income stream” to support their exclusive hiking trails as other users, e.g. motorized already provide via a permit system. This is something that had been discussed in WOHVA meetings as a potential legislative agenda (ref; Fair Share Trails Act) so hikers can contribute their fair share to supporting trails by purchasing an annual permit and we were glad to hear the USFS bring up the issue.

Government representatives in attendance stated they were happy to see WOHVA coming together to provide a centralized communication network for OHV users state wide.

WA State Motorsports Dealer Association WOHVA Logo contest -

Vicki reported on the WOHVA Logo design contest. The WSMDA is sponsoring a contest with a $500 reward to creator of the one that is chosen by the WOHVA BoD. Logo submissions are now coming in. However, Vicki requested the deadline be extended to 11/18/06 so some more people who just got involved can submit their designs too.

Olympia ORV Rally –

The ORV Rally will be held in Olympia 3/9/2007. The first meeting of the ORV Rally steering committee will be held at 6:00 P.M. on 12/19/2006 at the Hiatt Pontiac GMC, Team Room (96th Street entrance to 9415 Pacific Ave).

A general ORV Rally committee meeting with all volunteers will be held at 6:00 P.M. on January 8th, 2007 at the Wagon Wheel Restaurant, 11811 Pacific Ave S., Tacoma, WA 98444

New Business;

Motion was made, seconded and approved to extend the WSMDA WOHVA logo design contest deadline to 11/18/2006.

A decision was made to use the WOHVA display board at the December Straddleline ORV Park event. John Eaton will get it to Tom Fite.

The BoD began working on a list of potential expenditures so a budget and related income streams can be developed to support them. Items discussed included – ORV Rally in Olympia, Legislative actions, July OHV Expo at Straddleline, Oct 2007 general membership WOHVA meeting, WOHVA promotional materials, seed money to create a professional and ongoing direct mail fund raising system that will support professional WOHVA management. Potential grant sources for this seed money were also discussed.

WOHVA will be seeking grant money to fund activities. Dave Hiatt will contact a grant writer who has been successful in obtaining grants for another organization he is affiliated with and get cost estimates for the grants we wish to obtain.

WOHVA will need to get ATV, OHM, & 4WD businesses to share their customer mailing lists with WOHVA for a WOHVA direct mail fund raising system to work.

The BoD discussed various suggestions made by Brian Hawthorne during his meeting with the many of the WSTC WOHVA representatives at Dave Hiatt’s house following the conference, regarding BoD member qualifications.
