I caught wind of the forest service(?) considering some legislation to cap tire size to 33" and track width to something like 84".

does anyone know anything about this? Because I have been unable to find it.

The Forest plan is being rewritten. The current Forest plan has sections that describe the vehicles that are allowed on trails determined by the difficulty of the trail. Seeing's as the PNW4WDA Trail Jamboree operates under permit with the Forest Service we abide by the rules in the FSH 2309.32. If they rewrite the handbook to a standard that they create and decide to enforce it. Well then you have a problem. As I said the standards are being rewritten as you read this. Public comment may change things. The comment for the scoping has passed. I believe when and before accepting the new Forest Plan the public will have a chance to comment.

Look here http://www.fs.fed.us/im/directives/fsh/2309.18/2309.18_2.32c_ex._01

This is dated 1991. For a major headache read the entire Handbook. But you will get a feel how a Forest Plan is written. And this is just one small segment of it.
